'We will play a key role in football's future' - newly appointed regulator the regulator's chair
The team's current difficulties represent a a "significant problem" and the new football authority is seeking powers to examine team situations in such situations, the recently named head the regulator has stated.
During an extensive discussion, Kogan, who was named to the position this week, showed understanding towards Wednesday's fanbase.
The chairman convened with four supporter groups representing the Championship side in recent days.
The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on multiple instances, including in last month.
"Obviously the club has become a significant problem for EFL and a major challenge for the sport," Kogan told.
"Wednesday stands as one of the iconic names for English football and this week we have met supporters' organizations.
"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."
Economic Challenges and Leadership Concerns
The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be willing to sell up at their home ground, but he has failed to complete a sale with interested parties.
Delayed salary payments on time in spring months led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in the end of the transfer window.
Authority's Position
Kogan said: "The position was created for the supporters of Wednesday, Bury or any football club where supporters are loyal to a regional establishment that has been part of their lives in numerous instances.
"I have absolute sympathy for the team's plight, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the followers."
Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."
But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to work with them.
"The final option we would consider is begin intervening in an individual club, an specific proprietor, without being able to work with that proprietor to address the challenges confronting the team and the proprietor's dealing with," Kogan said.
"However, realistically, when you review the record of football, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the approach they have taken toward their organizations and finally don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'
Kogan met with officials from numerous teams to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "significant participation" from the grassroots to elite level.
"It's a job that's actually really important, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.
"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.
"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."
Top Flight Apprehensions
Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I fully support the achievement and development as an economic entity of the top division.
"I of all people understand the apprehension regarding damaging the top flight as an elite competition of England. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."
Ideological Links
Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the opposition group in recent years.
The official provided financial support for Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.
"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.
"I currently have no participation in any type of partisan engagement."
